MCCYN-PLUS Pilot Initiative (QRIS)

On October 1, 2019, The Military Services will expand the MCCYN program to include MCCYN-PLUS. The MCCYN-PLUS pilot will include community child care centers that are quality rated by their state Quality Rating and Improvement System (QRIS), in locations where nationally accredited care is unavailable.

MCCYN-PLUS is only available for providers in Maryland and specified Virginia regions (Peninsula, North Central, Northern, Eastern, and Central).

A QRIS is a systemic approach to assess, improve and communicate the level of quality in early and school-age care and education programs. Similar to rating systems for restaurants and hotels, QRIS awards quality ratings to early childhood and school-age care programs that meet a set of defined program standards. By participating in their state’s QRIS, early childhood and school-age care providers embark on a path of continuous quality improvement.

What are the standards for becoming an approved MCCYN-PLUS provider in Maryland and Virginia?

Community child care providers in Maryland and Virginia currently receiving DoD fee assistance must meet the following requirements:

  • Enroll in state’s QRIS program and receive an initial quality level within twelve months from October 1, 2019.
  • Achieve a quality level three within two years following the initial awarded quality level.
  • Advance to a quality level four within two years following the awarded quality level three.
  • Advance to the next highest quality level or accreditation within two years.

Any child care center who elects not to participate in the MCCYN-PLUS pilot, and is not nationally accredited by a DoD approved accrediting body, may no longer be eligible to provide child care to military families seeking fee assistance.

New applicants requesting to participate in the fee assistance program must meet the following requirements:

  • Enrollment in QRIS with a minimum level of three
  • Advance to a quality level four within two years following the awarded quality level three.
  • Advance to the next highest quality level or accreditation within two years.
